Himachal Pradesh Home Stay Rules 2026: Latest Rules, Registration, Documents, Fees & Complete Guide

The latest official rules currently available are the Himachal Pradesh Home Stay Rules, 2025, notified by the Department of Tourism & Civil Aviation on 25 June 2025.

इस article का year strong>2026 है क्योंकि इसे 2026 में update किया गया है। लेकिन Government का current legal document अभी
Himachal Pradesh Home Stay Rules, 2025 के नाम से है।
नीचे दी गई information official Rules और Tourism Department की available registration information पर आधारित है। आवेदन करने से पहले current Government portal पर requirements और applicable fee जरूर verify करें।
हिमाचल में Home Stay के लिए कौन-से Rules लागू हैं?
Himachal Pradesh में Home Stay registration के लिए current framework
Himachal Pradesh Home Stay Rules, 2025 है। ये Rules पूरे Himachal Pradesh पर लागू होते हैं और
Himachal Pradesh Home Stay Scheme, 2008 को repeal करते हैं।
इसका मतलब यह है कि अगर आपको आज Home Stay शुरू करना है, तो केवल पुराने 2008 वाले rules या पुराने internet articles देखकर application तैयार करना सही नहीं होगा। आपको current 2025 Rules और Tourism Department की latest online requirements देखनी चाहिए।
2026 में नया Home Stay शुरू करने वाले applicant को current 2025 Rules के अनुसार registration करना चाहिए।
Home Stay किसे कहते हैं?
आसान भाषा में, Home Stay एक private house है जिसे tourists या guests को accommodation देने के लिए registered किया जाता है। Rules के अनुसार property अच्छी condition में होनी चाहिए। Home Stay rural और urban दोनों areas में हो सकता है, subject to the applicable requirements.
Farm House, Orchard और Tea Garden जैसे countryside properties भी Rules के scope में आ सकते हैं। Urban area में independent house आदि भी eligible हो सकते हैं, लेकिन
apartment या residential flat के लिए Resident Welfare Association (RWA) NOC की requirement दी गई है।
क्या Home Stay के लिए Owner का वहीं रहना जरूरी है?
नहीं। Current Rules के अनुसार Home Stay owner का registered Home Stay unit में रहना mandatory नहीं है।
लेकिन इसका मतलब यह नहीं है कि कोई भी rented property automatically Home Stay registration के लिए eligible हो जाएगी।Rules में registration owner के नाम से किया जाता है और Owner की definition land/property record से जुड़ी हुई है।
अगर property jointly held है या multiple co-sharers हैं, तो ownership documents और applicable affidavit/report पहले समझ लेना बेहतर है।
कौन Home Stay के लिए Apply कर सकता है?
Current Rules के अनुसार private house का owner Home Stay registration के लिए apply कर सकता है, बशर्ते property Rules की requirements पूरी करती हो।
Rules में Bonafide Himachali की definition भी दी गई है।
इसमें ऐसे व्यक्ति शामिल हैं जिनका permanent home Himachal Pradesh में है, या जो कम से कम 20 वर्षों से Himachal Pradesh में रह रहे हैं, अथवा जिनका permanent home Himachal Pradesh में है लेकिन occupation के कारण वे राज्य से बाहर रह रहे हैं।
यहां एक important point है:
Bonafide Himachali की definition और property ownership की definition अलग बातें हैं।
इसलिए केवल Bonafide Himachali होने से हर property automatically eligible नहीं मानी जानी चाहिए।
एक Home Stay में कितने Rooms हो सकते हैं?
Current Rules के अनुसार एक Home Stay में अधिकतम 6 rooms तक accommodation दिया जा सकता है।
Maximum bed capacity 12 single beds से अधिक नहीं हो सकती।
Family Suite की भी अनुमति दी गई है। एक Family Suite में 4 beds तक हो सकते हैं,
लेकिन कुल bed capacity पूरे Home Stay में 12 beds की सीमा से ऊपर नहीं जा सकती।
Example
अगर आपके पास 6 double-bed rooms हैं, तो theoretical maximum 12 beds बनते हैं। इससे ऊपर additional beds जोड़कर capacity बढ़ाना Rules की stated maximum limit के खिलाफ जा सकता है।
Room Size कितना होना चाहिए?
Room size Home Stay registration का important part है।
लेकिन यहां एक बात ध्यान रखें: newly constructed accommodation और already constructed dwelling units के लिए Rules में अलग minimum sizes दिए गए हैं।
नई Accommodation के लिए minimum size

Already constructed dwelling units
Existing constructed dwelling units के लिए Rules में comparatively smaller
minimum sizes specified हैं:

Room size को केवल अनुमान से decide न करें। Application और inspection के समय actual property details और applicable category of accommodation के अनुसार requirement verify करें।
क्या हर Room में Attached Toilet जरूरी है?
General requirement में rooms के साथ attached toilet facility रखी गई है।
हालांकि rural areas के लिए Rules में एक specific relaxation दी गई है:
जहां attached toilet available नहीं है, वहां separate toilet facility
प्रत्येक room के लिए allow की जा सकती है, subject to the applicable registration decision.
इसलिए rural property के owner को यह assume नहीं करना चाहिए कि
कोई भी shared bathroom automatically acceptable होगा।
Application और inspection के समय अपने property setup को clearly disclose करें।
Apartment या Flat को Home Stay बना सकते हैं?
Apartment या residential flat के मामले में
Resident Welfare Association (RWA) NOC mandatory बताया गया है।
इसलिए flat owner को application से पहले अपनी RWA से applicable permission/NOC
की स्थिति clear कर लेनी चाहिए।
Home Stay Registration के लिए कौन-कौन से Documents चाहिए?
Registration के लिए केवल एक application form पर्याप्त नहीं है।
Final Rules के Annexure-II में कई documents और records का उल्लेख है।
मुख्य Documents की Checklist

Documents की clear scanned copies पहले तैयार रखें। Property के ownership records और photographs में information consistent रखना भी जरूरी है।
Application Form में क्या-क्या जानकारी मांगी जाती है?
Annexure-I को देखकर एक applicant पहले से काफी information तैयार कर सकता है।
Form में proposed Home Stay का name, owner details, complete address, contact information और nearby transport locations की दूरी जैसी information मांगी जाती है।
इसमें यह भी पूछा जाता है कि आप existing house में rooms add कर रहे हैं या पूरा नया project है।
Property के area, ownership/revenue details, room numbers और sizes, washrooms, lobby/lounge, dining और parking जैसी details भी application preparation में relevant हैं।
इसलिए application शुरू करने से पहले property की basic measurements और documents एक जगह तैयार रखना काफी समय बचा सकता है।
Structure Stability Certificate भी जरूरी है?
हां। Rules में owner को house का
Structure Stability Certificate एक registered private professional से प्राप्त करके submit करने की requirement दी गई है। यह खास तौर पर important है क्योंकि Home Stay में tourists रहेंगे। इसलिए registration केवल room availability देखकर नहीं होता; property की overall safety और suitability भी देखी जाती है।
Home Stay Registration का Step-by-Step Process
अब सबसे important हिस्सा आता है। अगर आप पहली बार apply कर रहे हैं, तो process को इस तरह समझें।
Step 1 — अपनी Property Check करें
Application भरने से पहले check करें:
- Property अच्छी condition में है या नहीं
- Rooms required minimum size के अनुसार हैं या नहीं
- Bathroom/toilet arrangement ठीक है या नहीं
- Ownership documents available हैं या नहीं
- Co-sharer issue है या नहीं
- Flat है तो RWA NOC की जरूरत है या नहीं
- Structure Stability Certificate arrange किया जा सकता है या नहीं
Step 2 — Documents तैयार करें
Jamabandi, Tatima, affidavits, undertaking, police verification,
photographs और अन्य required records पहले तैयार करें।
Official Annexure-II को final document checklist के रूप में देखें।
Step 3 — Online Application शुरू करें
Rules Home Stay registration को Tourism Department के
e-Services Portal के माध्यम से online process करने की व्यवस्था करते हैं।
Department की current procedure/checklist page भी Home Stay Units के लिए registration documents की information उपलब्ध कराती है।

Step 4 — Application Form भरें
Owner details, property address, room information, accommodation details और application में मांगी गई दूसरी information carefully भरें।
खास ध्यान दें कि application में दी गई information और आपके Jamabandi/Tatima/property documents में कोई unnecessary mismatch न हो।
Step 5 — Documents Upload करें
Required documents और photographs upload करें।
Annexure-I में building, rooms और interiors की photographs की requirement भी दी गई है।
Step 6 — Applicable Registration Fee Pay करें
Registration fee Home Stay की category और location के अनुसार तय होती है।
नीचे current Rules की fee structure दी गई है।
Step 7 — Departmental Inspection
Application के बाद prescribed authority/property inspection का role आता है।
Inspection में location, facilities, surrounding environment, hygiene, cleanliness, safety और tourist security जैसी चीजें देखी जाती हैं।
इसलिए inspection से पहले सिर्फ documents नहीं बल्कि actual guest rooms, bathroom, kitchen, cleanliness, fire equipment और other mandatory facilities भी check कर लें।
Step 8 — Registration Certificate
अगर application और inspection requirements पूरी होती हैं, तो Department registration certificate issue करता है।
Rules में registration certificate की validity one year या three years के लिए दी जा सकती है,
depending on the registration chosen.
Registration Fee कितनी है?
Final 2025 Rules में Home Stays को तीन categories में रखा गया है:
Silver, Gold और Diamond. Category room tariff के आधार पर तय होती है और registration fee property के location category के अनुसार बदलती है।

Renewal fee भी applicable registration fee के बराबर है।
Category के साथ registration fee, GSTIN और electricity/water tariff
जैसे practical differences भी जुड़े हुए हैं।
3 साल के लिए Registration कराने पर Discount
Rules के अनुसार registration या renewal one year या three years के लिए किया जा सकता है।
अगर applicable fee तीन years के लिए एक साथ pay की जाती है,
तो 10% discount दिया जाता है।
इसके अलावा, woman owner को additional 5% discount मिलता है।
Example
अगर कोई woman owner तीन years के लिए registration/renewal करती है,
तो applicable 10% three-year discount के ऊपर Rules में additional 5% women-owner discount दिया गया है।
Final payable amount application के समय portal पर दिखाई गई applicable fee के अनुसार verify करें।
Pangi में Home Stay Fee का क्या Rule है?
Pangi Sub-Division, District Chamba के लिए Rules में registration fee को पूरे Himachal में तय registration fee का
50% रखा गया है।
इसलिए Pangi में property होने पर सामान्य state-wide fee table को सीधे लागू न करें; applicable Pangi concession को ध्यान में रखें।
GSTIN कब जरूरी है?
Final Rules में GSTIN को category से जोड़ा गया है।

यहां Home Stay Rules की requirement और general GST law के अलग-अलग tax questions को mix नहीं करना चाहिए। GST compliance से जुड़े tax matters के लिए current GST law और tax professional/official GST guidance को भी check करें।
Electricity और Water का Bill किस Rate पर आएगा?
Rules में category के आधार पर utility rates का difference दिया गया है।
- Diamond: Commercial power और water rates
- Gold: Commercial power और water rates
- Silver: Domestic power और water rates
इसलिए Home Stay category select करते समय केवल registration fee नहीं, बल्कि long-term operating cost भी समझना useful है।
Home Stay Owner की मुख्य Responsibilities
Registration certificate मिल जाने के बाद compliance खत्म नहीं होती। Rules में owner के लिए ongoing responsibilities भी दी गई हैं।
1. Cleanliness और Hygiene maintain करें
Home Stay को साफ, hygienic और अच्छी condition में रखना जरूरी है।
Guest rooms और kitchen की cleanliness inspection में भी important है।
2. Guest Register maintain करें
Tourist check-in और check-out records का register maintain करना होता है।
Rules physical या electronic format में guest records रखने की व्यवस्था बताते हैं।
3. Foreign Tourists का Record
Foreign tourists के मामले में passport details सहित guest records maintain करने
और applicable Form C reporting requirements follow करने की व्यवस्था है।
4. Bill जरूर दें
Owner को verified bill book/Home Stay pad maintain करना होता है और
guests को bills issue करने होते हैं।
5. Online Payment Facility रखें
Rules guests के लिए online payment facility की requirement भी रखते हैं।
UPI, Net Banking, Debit/Credit Card जैसी facilities checklist में शामिल हैं।
6. Registration Certificate Display करें
Approved registration/renewal certificate को Home Stay के counter पर
tourists की information के लिए display करना होता है।
Fire Safety और CCTV के क्या Rules हैं?
Guest safety को current framework में काफी importance दी गई है।
Fire Equipment
Home Stay में basic fire equipment रखना mandatory requirement में शामिल है।
CCTV
Common areas में CCTV installation भी mandatory है।
इसका practical मतलब यह है कि registration inspection से पहले owner को safety arrangements को केवल paperwork की तरह नहीं बल्कि actual working setup के रूप में तैयार रखना चाहिए।
Annexure-III में कौन-सी Facilities देखी जाती हैं?
Annexure-III inspection के लिए mandatory और desirable features को अलग करता है।
यह section applicants के लिए बहुत useful है क्योंकि इससे पता चलता है कि Department property को practically किन points पर देख सकता है।

- Complete application और required documents
- Online payment facility
- Well-maintained house और guest rooms
- Clean, airy और pest-free rooms
- Proper ventilation
- Comfortable bed और quality linen/bedding
- Required room और bathroom size
- Clean, hygienic और smoke-free kitchen
- Good quality cutlery और crockery
- RO / Aqua Guard water facility
- Applicable garbage disposal arrangement
- Energy-saving lighting
- Visitor book और feedback facility
- Nearby doctors की contact information
- Forgotten/left luggage assistance facility

कौन-सी Facilities Desirable हैं?
हर feature mandatory नहीं है। Annexure-III कुछ facilities को
desirable बताता है।
- Sufficient parking और adequate road width
- Attached private bathroom with toiletries
- Toilet seat, lid और toilet paper
- Hot and cold running water
- Proper sewerage connection
- Water-saving taps/shower
- Dining area with fresh and hygienic food
- Wardrobe और clothes hangers
- Shelves/drawer space
- Working table और comfortable furniture
- Washing machine/dryer या laundry arrangement
- Refrigerator
- Lounge/seating arrangement
- Heating/cooling in enclosed public rooms
- Luggage assistance
- Safekeeping facility
- Security guard facility
- Himachali handicrafts और architecture को promote करना
- Rainwater harvesting को encourage करना
Department ने इन features को tourist convenience के लिए desirable रखा है। इसलिए इन्हें “हर हाल में mandatory” समझना सही नहीं होगा।
Himachali Food और Culture को भी Importance
Rules केवल accommodation पर focus नहीं करते।
Home Stay owners को safe और hygienic food serve करने तथा Himachali cuisine को promote करने के लिए कहा गया है।
इसके साथ Himachali handicrafts और Himachali architecture को promote करने
की भी responsibility दी गई है। यही Home Stay concept को ordinary accommodation से अलग बनाता है:
tourist को केवल room नहीं बल्कि Himachal की local culture और hospitality का experience भी मिल सकता है।
Rainwater Harvesting जरूरी है या केवल Suggestion?
यहां wording को carefully समझना जरूरी है।
Rules owner को rainwater harvesting के लिए efforts करने को कहते हैं, जबकि Annexure-III में rainwater harvesting को desirable feature के रूप में encourage किया गया है।
इसलिए इसे उन mandatory items के साथ mix नहीं करना चाहिए जिनके सामने
Annexure-III में स्पष्ट mandatory requirement दी गई है।
Home Stay में Workers के लिए क्या Rule है?
Home Stay owner को अपने workers को applicable
minimum wages का payment सुनिश्चित करना होता है।
इसका मतलब है कि Home Stay registration केवल guest-facing facilities तक सीमित नहीं है; worker compliance भी Rules का हिस्सा है।
क्या Home Stay Owner कोई भी Room Rate रख सकता है?
Owner appropriate rates charge कर सकता है, लेकिन Rules के अनुसार rates exorbitant नहीं होने चाहिए।
Rate तय करते समय location, view, accommodation standard,food quality और services जैसे factors को ध्यान में रखना चाहिए। Season और off-season के अनुसार rates अलग हो सकते हैं।
Registration कितने समय में Process होना चाहिए?
Rules के अनुसार complete application को सामान्यतः
60 days के भीतर dispose किया जाना है।
लेकिन यह point important है:
deemed acceptance तभी relevant है जब application complete हो और prescribed requirements को qualify करती हो।
Applicant से observations/corrections या कुछ unavoidable circumstances के कारण लगने वाला applicable time 60-day calculation से excluded हो सकता है।
“60 days बाद हर application automatically approved है” कहना सही explanation नहीं होगा।
Application complete और eligible होना जरूरी है।
Existing Home Stay जो 2008 Scheme में Registered था, उसका क्या होगा?
यह 2025 Rules का सबसे important transition point है।
पहले से Incredible India Bed & Breakfast / Homestay scheme या Himachal Pradesh Home Stay Scheme, 2008 के तहत registered और functional
units को भी नए Rules के तहत registration करना था।
Final Rules ने पुराने Himachal Pradesh Home Stay Scheme, 2008को repeal कर दिया है।
Existing eligible units के लिए transition provision के तहत existing registration की expiry तक registration जारी रखने का framework दिया गया था, बिना उस period के लिए नए registration fee के। लेकिन अगर rooms या facilities में changes/additions किए जाते हैं, तो fresh registration requirements लागू हो सकती हैं।
क्या Existing Home Stay को नए Rules की Facilities भी पूरी करनी होंगी?
हां। Existing registered units को भी नए Rules में निर्धारित requirements fulfill करनी होती हैं।
Rules existing Home Stays को prescribed requirements पूरा करने के लिए
transition period देते हैं और non-fulfilment registration cancellation तक ले जा सकता है।
इसलिए पुराने certificate को देखकर यह assume करना सुरक्षित नहीं है कि property को current standards follow करने की जरूरत नहीं है।
Room बढ़ाने पर क्या करना होगा?
अगर registered Home Stay owner बाद में Home Stay के लिए offered rooms की
संख्या बदलना चाहता है, तो prescribed authority को इसकी information देनी होती है।
Rules के अनुसार room count में change होने पर fresh registration की requirement
आ सकती है।
Existing registration में बिना inform किए additional guest rooms operate न करें।
पहले Department से applicable process confirm करें।
Inspection में Department क्या देख सकता है?
Prescribed authority या authorised officer Home Stay premises inspect कर सकता है।
Inspection का purpose यह देखना है कि Rules properly follow हो रहे हैं या नहीं।
Authority accounts, registers, documents और relevant books भी inspect कर सकती है।
Rules यह भी कहते हैं कि inspection owner और guests की privacy को unnecessarily disturb किए बिना किया जाना चाहिए।
अगर authority को Rules evade करने का reason मिलता है, तो specified circumstances में relevant records seize भी किए जा सकते हैं, with a receipt and for the period necessary
for examination/proceedings.
क्या बिना Registration के Home Stay चला सकते हैं?
नहीं।
Final Rules स्पष्ट रूप से कहते हैं कि कोई व्यक्ति Home Stay unit को Rules के अनुसार registration के बिना operate नहीं कर सकता। इसलिए Airbnb, Booking platform या किसी अन्य online platform पर listing बनाने से पहले applicable Tourism registration requirements को समझना important है।

2025 Rules में सबसे बड़े बदलाव क्या हैं?
पुराने 2008 framework की तुलना में current system को समझने के लिए

- Home Stay framework अब 2025 Rules के तहत है।
- 2008 Home Stay Scheme repealed है।
- Rural और urban properties को framework में शामिल किया गया है, subject to requirements.
- Maximum 6 rooms और 12 beds की limit है।
- Silver, Gold और Diamond categories introduced हैं।
- Registration fees location और category के अनुसार अलग हैं।
- Gold और Diamond के लिए GSTIN requirement है।
- Gold और Diamond के लिए commercial power/water rates हैं।
- Fire equipment और common-area CCTV mandatory requirements में हैं।
- Online payment facility और guest records पर अधिक structured requirements हैं।
- Himachali cuisine, handicrafts और architecture को promote करने पर जोर है।
एक जरूरी बात: Draft Rules और Final Rules को Mix न करें
Internet पर Home Stay Rules से जुड़े कई पुराने articles मिलेंगे जो
February 2025 Draft Rules को final rules के साथ मिला देते हैं।
Draft और final notification में differences हो सकते हैं।
इसलिए जब registration fee, category, GSTIN, documents या compliance जैसे
important matters की बात हो, तो final notification को primary source मानना चाहिए।

क्या 2026 में Home Stay के लिए 2025 Rules लागू हैं?

Himachal Pradesh Home Stay Rules, 2025 हैं।
इसलिए 2026 में इन्हीं Rules को current framework के रूप में refer किया जाता है,
जब तक Government कोई नया amendment या replacement notification जारी नहीं करती।
क्या Home Stay के लिए Owner का property में रहना जरूरी है?
नहीं। Current Rules में owner का Home Stay unit में reside करना mandatory नहीं है।

Apartment/residential flat के लिए RWA NOC की mandatory requirement है।
Home Stay registration की minimum room size कितनी है?
New accommodation के लिए double room 120 sq. ft., single room 100 sq. ft.
और bathroom/toilet 30 sq. ft. की minimum sizes specified हैं।
Already constructed dwelling units के लिए Rules अलग minimum sizes देते हैं।
क्या Home Stay registration mandatory है?
हां। Rules के अनुसार Home Stay को operate करने से पहले applicable registration
requirements पूरी करना जरूरी है।
क्या Silver Home Stay को GSTIN चाहिए?
Home Stay Rules में Silver category को GSTIN से exempt किया गया है,
जबकि Gold और Diamond category के लिए GSTIN mandatory है।
Gold और Diamond Home Stay में electricity और water किस rate पर मिलेगा?
Rules के अनुसार Gold और Diamond categories के लिए commercial rates,
जबकि Silver category के लिए domestic rates लागू हैं।
क्या women Home Stay owners को कोई discount मिलता है?
हां। Rules में woman owner के लिए applicable registration/renewal fee पर
additional 5% discount दिया गया है। Three-year payment पर
अलग 10% discount भी available है, subject to the applicable calculation.
Pangi में registration fee कितनी है?
Pangi Sub-Division, District Chamba में registration fee को
state-wide applicable registration fee के 50% पर रखा गया है।
क्या Home Stay registration के बाद inspection हो सकता है?
हां। Prescribed authority या authorised officer Rules की compliance check करने
के लिए inspection कर सकता है।
क्या 2008 वाले Home Stay certificate से अभी भी काम चल जाएगा?
2008 Scheme repealed हो चुकी है। Existing units के लिए 2025 Rules में
transition provisions दिए गए थे, लेकिन current operation को applicable
2025 Rules के अनुसार registration/compliance से जोड़ना जरूरी है।
आखिरी बात — Apply करने से पहले क्या करें?
अगर आप Himachal Pradesh में नया Home Stay शुरू करने की सोच रहे हैं,
तो सबसे पहले room count और room size check करें।
इसके बाद ownership documents, Jamabandi, Tatima, affidavits,
police verification और structure stability certificate जैसे documents तैयार करें।
फिर official Tourism e-Services portal पर current application requirements
और applicable fee verify करके application submit करें।
Registration मिलने के बाद भी guest records, bills, cleanliness, fire equipment,
CCTV, online payment और अन्य applicable responsibilities maintain करनी होंगी।
